– Annual Plan 2026–2027 adopted

Upper Hutt City Council adopted its Annual Plan 2026–2027 at its Council meeting on Wednesday 1 April.

The plan, which takes effect from 1 July 2026, sets out Council’s priorities for the year ahead.

“The coming year will be an exciting one as we set out a long-term strategic direction together,” says Mayor Peri Zee.

“Our focus is on the city centre, transport, and ensuring a stronger programme of infrastructure projects to support our growing community.”

As the Annual Plan does not differ significantly from Year 3 of Council’s amended* Long Term Plan 2024–2034, no public consultation was required.

Mayor Zee says Council carefully considered the current economic environment when setting the rates increase.

“We know households are under pressure, so we’ve reduced the rates increase from 13.63% signalled in the Long Term Plan to 9.90%,” she says.

“Our plan is to restore financial sustainability after decades of comparatively low rates followed by a rapid increase in debt-funded projects. While any increase is challenging, we expect to remain among the lowest average residential rates in the country.”

Mayor Zee says Council’s continued focus is on improving how it delivers for the community.

“We’re committed to making sure public money delivers public value. That means better practices, stronger community engagement, and more rigorous assessment of costs and benefits.”

In addition to adopting the Annual Plan, Council has reviewed its Schedule of Fees and Charges, with most fees increasing by 3% to reflect inflation and adjustments where costs have changed.

Recognising the sensitivity of child burials, council has approved changes to remove burial fees for those under 18. The overall impact is expected to be broadly cost neutral and managed within the existing fee structure.

Council has also updated fees at H2O Xtream to improve access for Community Card holders and people with disabilities, including a combined swim and spa/sauna entry for $3.60 and a new 10-trip option for Community Card holders at $26.

*From 1 July 2026, the responsibility for drinking water, wastewater and stormwater will transfer to the new jointly owned entity, Tiaki Wai. To reflect this change, Council has amended the Long Term Plan to remove water service delivery, assets and financials from Council’s books. – Graham Bloxham issued trespass notice from Upper Hutt City Council

Upper Hutt City Council has issued a trespass notice to Graham Bloxham. The council did not give reasons for the decision.

Bloxham, a former Wellington mayoral candidate and operator of Wellington Live, became involved in Upper Hutt’s 2025 mayoral race after endorsing incumbent Wayne Guppy. He denied running Guppy’s campaign.

He accused mayor Peri Zee of defamation in an email copied to a reporter. He also sought council communications mentioning him, saying Zee had claimed to feel unsafe around him.

Bloxham was arrested with two others after a scuffle at a protest in January, but no charges were laid.

He previously live‑posted details from a private Wellington City Council media training session.

Bloxham has said he sold Wellington Live – but he continued to appear in its posts. The page has not posted since the 13th of January.

– Report on our last Working Bee

On Saturday 21 March an enthusiastic team of planet rescuers from the Upper Hutt branch of Forest & Bird, GWRC and Heretaunga Community Church joined forces at Haukaretu Stream to remove a great pile of willow shoots, blackberry, tires and plastic and other rubbish from the stream and its surrounds.

GWRC had already done a lot of work cutting out all of the scrub, removing the willows and spraying the weeds.

However, it was amazing to see that even the smallest willow branch, if it is in or near the water, immediately sprouts and starts growing. We literally pulled out hundreds of willow seedlings that would have grown up and choked the stream worse than it ever was.

This weeding task will be ongoing but we have made a serious dent in the weed plant problem.

Saturday 18 April – our first planting out day – Please diarise this date. 

As a result, we are now able to go ahead with our first planting day. Please go to your calendars and block out Saturday morning 18 April.

More details will follow but we plan to plant 400 native seedlings on this, the first of probably four planting days this year. Children are most welcome this time and the general public has also been informed via our signboard that they are welcome to come and help us.

Another great benefit of Forest & Bird and HCC working together was that we began to get to know each other and share our passions. We really look forward to seeing this develop as we have many things in common.

– The Electricity Authority launches Billy

The Electricity Authority has launched a new power comparison site called Billy, competing with Consumer NZ’s Powerswitch. The site aims to help households understand power costs and compare plans.

Chief executive Sarah Gillies said it followed other steps to improve competition. She said many households face rising bills heading into winter and should check whether their plan offers good value.

The authority previously ran What’s My Number, which merged with Powerswitch in 2019. It funded Powerswitch at about $1.4m a year until ending that support last year.

Billy cost $2.5m to build and will cost about $1.1m a year to run. The authority said it wanted a future‑focused tool built on open‑energy principles. It has also required power companies to simplify bills.

Most retailers will appear on the site. Billy does not receive payments from companies when users switch.

Powerswitch general manager Paul Fuge said running an accurate comparison service was challenging. He said government ownership of major gentailers could raise questions about the impartiality of a government‑run site. He said Consumer NZ remained independent and intended to continue operating Powerswitch.

LETTERS TO THE EDITOR

– Upper Hutt deserves transparency on water costs. – Rachel Kingi

Recent reporting by RNZ on rising water charges across the Wellington region raises an important question for Upper Hutt residents: why do projected costs appear higher for our community than for others in the region?

The RNZ article (https://www.rnz.co.nz/news/national/590521/wellingtonians-face-average-2400-water-bill-next-year-massive-increases-to-follow) highlights that households could face significant increases in water charges, with further rises expected in the years ahead. The Chair of Tiaki Wai, Will Peet said “this year the exact amount of bills would vary from city to city and property to property, in the same way rates varied.  For example, Porirua residents would pay an average increase of $368 per year for water charges, Lower Hutt residents an extra $349, Upper Hutt residents an extra $278 and Wellington residents an extra $275.”

Late last year, I formally asked Upper Hutt City Council for clarity on the transfer of our water assets to the new regional entity, Tiaki Wai Metro Water Ltd.  My questions focused on asset valuation, recognition of past investment, debt transfer, and how costs would ultimately be shared between communities.

At the time, key information, including final asset valuations was still incomplete.  Despite this, council proceeded with adopting the founding arrangements.

Now, as public discussion shifts toward the real cost of water services, we are beginning to see indications that pricing may not be evenly distributed across the region.  If Upper Hutt residents are expected to pay more than Wellington residents, it is reasonable to ask Why and how does that align with the value of our assets, our past investment in infrastructure, and our share of governance in the new entity.

As responsibility transitions to Tiaki Wai, there is a real risk that accountability becomes less clear for ratepayers.  It is likely that our council will start directing us to the new entity for answers, even though the decisions that shaped these outcomes were made by our council.

In the interest of transparency, Upper Hutt City Council should continue to clearly explain how these arrangements were agreed to, what they mean for our community, and how our interests are being represented going forward.

This expectation is not unreasonable.  Transparency and open communication were key commitments made by current councillors during their campaigns, and by Mayor Peri Zee as part of her leadership platform.  Those commitments matter most when decisions are complex, information is incomplete, and the financial impact on residents is significant.

These are not new concerns.  They were raised by multiple residents before decisions were made.  What has changed is that those concerns are now becoming tangible.

Upper Hutt residents deserve clear, accessible information about how water charges are being calculated, how costs are allocated across the region, and why our community may be facing higher costs.

Without that transparency, it becomes difficult for residents to have confidence in the decisions that have been made on their behalf.

Nugent Welch was New Zealand’s first ‘war artist.’ The works he made stand as a unique and highly personal record of New Zealand’s involvement in the First World War from the perspective of a soldier who served in the trenches. This exhibition explores what it was like on a WW1 battlefield through Nugent’s intimate landscape watercolours and follows his journey back home to his early impressionistic body of work.

We need a few new players/performers for our ukulele /singing/ performance group, based in Upper Hutt. More than anything we love people with enthusiasm who are keen to interact with an audience. We perform mostly at retirement villages but have also performed at birthday parties and celebrations of life. We focus on songs from the 50’s to the 80’s but most importantly we are there for our audiences and what they enjoy.

Weekly services:

Sunday 9.30am: Traditional NZ Anglican Worship

This is a comfortable, family-friendly feeling service, although it follows the traditional
liturgical format. The service order alternates between the three ANZPB Eucharistic (communion)
liturgies. There is always a sermon with a liturgical assistant leading the worship; when a priest is not available. The communion is led by one of our leaders licenced for reserved sacrament.

Thursday 10.00am: Traditional Communion Service

The service order follows ANZPB with the Sunday sermon being repeated here. Our services are supported by a good tech suite, including two large monitors installed at the front of the church, and a quality sound system.

Silverstream Reformed Church

What we Believe:

We believe that Jesus Christ is the only Saviour and the Sovereign Lord over all of life. We are fully committed to the Bible in its entirety as the Word of God. We believe that theology is important, it is vital for the health of the church, and without sound doctrine the church decays. Throughout history, the church has confessed what it believes by faithfully summarising the truths of the Bible in written forms known as creeds and confessions. These confessions do not hold the same authority as the Bible, but they help to summarise the Bible’s teaching. Ultimately, the Bible remains our only rule for faith and life. 

Who we Are:

Our Church is a family church, with a mixture of young families, retirees, couples, single people and youth. We have approximately 200 members, from different backgrounds, meeting together because we share a common faith in the Lord Jesus Christ

Who we are: A congregation of faithful followers of our Lord Jesus Christ in the heart of Trentham. Sunday 10.00am: Communion in the church with children’s ministry

Our Sunday inter-generational service unites families, young and old, in the church, while our children’s program (Godly Play) offers meaningful spiritual education for our tamariki. We gather for morning tea in and around the entry foyer afterwards.

Wednesday 10.00am: Liturgy of the Word with Holy Communion in the church

In addition to the Sunday service, there are other opportunities for worship during the week, such as the Wednesday 10am Holy Communion. This is in the church and uses one of the services in A New Zealand Prayer Book He Karakia Mihinare. We gather for morning tea in the foyer afterwards.

Weekdays 7.00am: Morning Prayer

Morning Prayeris held in the church chapel every weekday morning at 7am. We use A New Zealand Prayer Book He Karakia Mihinare, but there is plenty of opportunity for everyone to join the time of intercession and thanksgiving at the end of this service. All ages are welcome.
