Wellington mayor Andrew Little says Tiaki Wai’s estimated $500–590m cost for installing 140,000 water meters is not credible.

Little says Tiaki Wai used figures inherited from Wellington Water and that its own leaders doubt the numbers. He expects the entity to restart the business case after taking over water services on 1 July.

Former councillor Tim Brown says the situation is unprofessional. He says households were effectively told they may face $4000 each for meters, only for the mayor to now say the plan must be rebuilt. Brown says installation should cost about $1400 per household and questions whether pipe replacements are needed everywhere.

Tiaki Wai says costs were always subject to change. Chief executive Michael Brewster says the draft strategy relied on Wellington Water data and the board is reassessing. He says smart meters must connect directly to property pipes, which may require significant civil and mechanical work, especially on difficult sites.

Tiaki Wai expects an updated cost plan near the end of 2026.

– Projected water services charges whittled back

Tiaki Wai water services charges for the 2026/27 year will be slightly lower than initially proposed, and future increases will also be less steep.  

Tiaki Wai Board Chair Will Peet briefed the Partners’ Committee today that, while there is still work to do to confirm the numbers, the average increase in 2026/27 is now expected to be around 12.8 % (on average across all four cities) rather than the 14.7 % initially signalled. 

The expected increase forecast for the 2027/28 year is significantly lower, and projected charges in a decade will be less than indicated in the draft Water Services Strategy. 

“The proposed charges for the coming year (2026/27) are on average about $5 a week more than people have been paying for water services through their rates. I know many are doing it tough and this increase will still be challenging for people facing cost-of-living pressures on all sides” says Mr Peet.   

“But further reductions would delay us getting on with the job of fixing issues arising from decades of underinvestment.” 

All figures will be confirmed at the next Tiaki Wai Board meeting and released as part of the final Water Services Strategy, likely on Tuesday 16 June. 

Mr Peet says the reduced charges are in part due to extending the timeframe for the capital investment programme, meaning it may take longer to reduce the frequency of leaks, pipe failures, flooding and wastewater overflows. 

“Another important factor is shareholding councils agreeing to provide an essential backstop of equity that can be called on if there is a significant unexpected event.  This agreement reduces the need for Tiaki Wai to rapidly build financial headroom, providing room for less steep increases” says Mr Peet.  

“As we ask people to pay water services charges, it is critical that we deliver value for money. We know we have to be able to demonstrate to our customers, partners and stakeholders that we are responsible financial and asset managers.”

Background:

In the current financial year (2025/26) the average residential water charges paid through rates across the four cities is $2100. 

The provisional charges presented to the Partners’ Committee for 2026/27 is an average across the four cities of $2,377. This is an increase of 12.8 % or about $5 a week. 

The exact amount will vary from city to city and property to property, in the same way rates vary. 

The following table shows the provisional charges presented to the Partners’ Committee, noting these are subject to final modelling and there may be some minor variations as a result.

The confirmed charges are expected to be published on Tuesday 16 June.

– Roadworks updates for Lower Hutt commuters: 29th of May – 5th of June
NZ Transport Agency Waka Kotahi – Wellington

Kia Ora Lower Hutt – here’s a rundown of road works/lane closures to look out for around our city from May 29-June 5:

Marsden Street: contraflow traffic management in place between Railway Avenue and Bridge Street and reduced parking in this area.

Queens Drive roundabout (south end of the city): between 9am and 4pm, the left lane of the roundabout may be closed between Ewen Bridge and High Street roundabout when work is underway in the area at Govind Bhula Park.

Queens Drive / High Street roundabout (near McDonald’s): closed until December 2026 as part of SH2 Melling Transport Improvements.

Rutherford Street (between Daly Street and Melling Link Bridge): traffic management will be in place to accommodate work happening within the cycle lane. Contractor personnel will direct cyclists and pedestrians as necessary.

Melling Link Bridge: slip lane onto Rutherford Street is open with traffic management in place. Access to the commercial site by Repco is open as usual.

Connolly Street: closed to vehicles travelling north. Please follow detours, noting that traffic may be heavy at peak times. Speed restrictions in place and some reduced parking for southbound traffic.

With the long weekend upon us, don’t get caught out! If you’re out and about in the city centre during peak periods, remember to factor in extra time for your journey. Please follow all directional signage and consider navigation apps when planning the best route on the day.

Metlink continues to encourage commuters to catch a bus or take the train. It reduces pressure on the road network, lowers emissions, and can be a quicker journey. Use the journey planner on the Metlink app, and find your fare at Metlink.org.nz.

– Shareholding councils confirm commitment to Tiaki Wai

The five councils who are shareholders in Tiaki Wai today confirmed their commitment to transferring assets and debt and providing callable capital to the new water organisation. 

All five councils have now formally agreed to transfer assets worth a total of around $9 billion and about $1.6 billion of debt to Tiaki Wai from 1 July.  

The Partners’ Committee – five shareholding council representatives and two Mana Whenua representatives – met today and reaffirmed its support for Tiaki Wai.  

Partners’ Committee Independent Chair Dame Kerry Prendergast says “there are still some details that will continue to be finalised after Tiaki Wai starts operating, but all the pieces are now in place.”  

“We welcome the work the Board is doing to set a path that will deliver better water services for all the people who ultimately own and rely on those services.”  

While Tiaki Wai will be progressively strengthening its financial position, the five councils have committed to provide up to $400 million of callable capital as a last resort if there is an unexpected, significant adverse event.  

“This could be major infrastructure failure that is beyond Tiaki Wai’s financial ability to manage through normal operating and funding measures,” said Dame Kerry.   

“This takes the pressure off Tiaki Wai to manage its path to financial sustainability without needing to increase water charges significantly more to achieve this.”

Background:  

Uncalled capital arrangement  

The draft Water Services Strategy identified that Tiaki Wai will initially operate outside the long-term financial covenants required by the New Zealand Local Government Funding Agency (LGFA). While Tiaki Wai is expected to progressively strengthen its financial position over time, in the interim Tiaki Wai will have limited financial flexibility to respond to financial shocks, particularly given it is inheriting aging infrastructure networks at significant risk of failure, and the scale of required investment.   

To manage that risk until Tiaki Wai is in a stable financial position, shareholding councils have worked with the Tiaki Wai Board to develop the uncalled capital arrangement.   

Should this be called on, the provision of the called-on capital will be shared across councils in an agreed formula.   

This is not working capital and can only be drawn down as a last resort where all other reasonable funding avenues have been exhausted.   

The proposed ‘uncalled capital arrangement’ will be in place for up to 10 years, by which time Tiaki Wai is expected to be able to manage through normal operating and funding measures.

The Upper Hutt Connection

Do you feel jaded by the recent agreement by our council and other councils who voted last week to hand over all council water infrastructure and services to Tiaki Wai water LTD. Are you concerned at financial restrictions being placed on your access to water by the proposal by Tiaki Wai to introduce volumetric water meters. Are you concerned that your council is not hearing you and will also take what Upper Hutt assets and resources are left and bow to the pressure of Chris Bishop and amalgamate into a super city or a lesser amalgamation with another council because your too jaded to hold firm. If so, do you want to help form a resident’s coalition for the sake of Upper Hutt, if so contact me.

Meanwhile when it’s tough the tough get going. Do you remember Upper Hutt main street in the good old days. Would you like to see more shops opened than closed and business thriving. How about we ask council to dust off the results of the extensive survey into the revitalization of main street. I think our mayor signalled she would do this so will be a supporter. Perhaps council with less need to concern themselves with water infrastructure could put a concentrated effort into resourcing an upgrade. Councillor Wheeler as a shop owner in main street could take the lead.

Could we agree to shops be given a small rates holiday to Characterise their shop frontages, and new business to start up like the lolly shop that sadly couldn’t get going for long enough, and if part of the street was closed off then perhaps we could have a whip  around for some child safe play equipment and digital sign boards. A little innovation is called for and we need something positive to work together for. Let’s do this.

– Earle Kirton appointed Officer of the New Zealand Order of Merit for services to rugby
Earle Kirton at the official unveiling of All Black legend Sir Colin Meads bronze statue, Te Kuiti in 2017. – Stephen Barker

Former All Black Earle Kirton has been appointed ONZM for services to rugby.

Kirton began his rugby career in Upper Hutt and has been devoted to 1st class rugby as a player, selector, coach, administrator, and mentor for more than 60 years.

He coached the Wellington Lions for two seasons, leading his side to an unbeaten NPC season in 1986.

Kirton served as the All Blacks assistant coach from 1992 to 1995, alongside head coach Laurie Mains, helping guide the team to the 1995 Rugby World Cup final in South Africa.

Kirton also spent several years as a TV sideline commentator, always kitted out in his distinctive scarf.

Cup Weekend brought a mixed bag of results across the club, but there were some standout moments worth celebrating

Men’s Firsts

The boys were involved in a nail-biting Chatham Cup penalty shootout against Seatoun AFC, going all the way to 7-6 on pens. Gutting way to go out, but attention turns quickly to the second half of the Central League season. First up, Petone at home this Saturday in the Hutt Derby

RJ’s

Cracking result. RJ’s took a tight one 4-3 against Vic Uni. Three points, job done.

Masters

The Tin-Men are in flying form, backing up last week’s big win with another strong 6-0 against Stop Out. The Marauders ground out a 3-2 result against Karori, and the Saints held firm for a 4-4 draw with Tawa after a late leveller. A bit of everything from our Masters crews this weekend!

Women’s Reserves

A real battle against Otaki. Goal for goal in the first half before they narrowly fell 4-3. The fight was there, and that’s what counts.

Youth Development

Our U14 TDP boys took care of business with a clean 2-0 over Miramar And the U15 TDP are into the top 4 after a 2-0 win against Olympic. Huge milestone for that group!

– Keith McPhee steps down as mentor for Wellington Family Speedway’s Ministock group

As a club, we’d like to take a moment to acknowledge and thank Keith McPhee as he steps down from his role as mentor for our Ministock group.

For many years, Keith has dedicated countless hours to supporting our young drivers, their families, and our club. His passion, knowledge, and willingness to go above and beyond have had a lasting impact on so many people within our club.

Keith has played a huge part in helping develop the next generation of competitors, always giving his time, guidance, and encouragement to those coming through the ranks. His contribution to our youth and our sport has been nothing short of outstanding.

While we’re sad to see him step away from this role, we’re excited that he now gets the opportunity to spend more time enjoying the sport alongside his family.

  • Get their own sketchbook and art materials to take home
  • Be encouraged to explore their own interests and style
  • Learn from a working professional artist in a real studio environment

This course is designed to help young people connect with creativity, confidence, and community.

Most importantly — this class is koha/donation based.
I want to make art accessible for teens who may not normally have the opportunity to attend private art classes, but who are enthusiastic, committed, and excited to learn.

Spaces will be limited so I can give students proper support and attention throughout the course.

Please share with families who have creative teens looking for a welcoming place to grow their skills.

Artificial Intelligence is now a permanent fixture that you cannot avoid. Even if you don’t actively use AI yourself, it is being used by all those who mediate your important, high stakes services such as medical care, banking and finance, government services. In plain language I would like to talk to you about the pros and cons of AI and the ways you can take control in this changing environment.

My presentations are designed for an older audience, and I am available during the day and early evenings.

I am undertaking a doctorate on the impact of AI on older people and the organisations that serve them.

We perform mostly at retirement villages but have also performed at birthday parties and celebrations of life. We focus on songs from the 50’s to the 80’s but most importantly we are there for our audiences and what they enjoy.

Lolly Log

The Upper Hutt Connection

Ingredients:

  • 125g of butter
  • 1/2 395g tin of sweetened condensed milk
  • 250g malt biscuits (otherwise use digestives or a similar plain biscuit)
  • 75g Pascall’s Explorers, cut into small pieces. (For those in North America or the UK, use Circus Peanuts in USA or Canada / use Basset’s Bananas in the UK. These have a close texture to Explorers)
  • Finely desiccated coconut

Method:

  1. Melt butter and combine with the condensed milk. Set aside to cool.
  2. Crush malt biscuits finely. Combine with the butter and condensed milk, and the chopped Explorers, Circus Peanuts or Basset’s Bananas. Using your hands works well to make sure everything is properly mixed together.
  3. Lay out a sheet of baking paper or grease-proof paper, and turning out the mixture onto it, form it into a log shape. Sprinkle the sheet with desiccated coconut and then wrap it around the log. Using it to press the coconut onto the log.
  4. Place and keep in the fridge.

Sunday 9.30am: Traditional NZ Anglican Worship

This is a comfortable, family-friendly feeling service, although it follows the traditional
liturgical format. The service order alternates between the three ANZPB Eucharistic (communion)
liturgies. There is always a sermon with a liturgical assistant leading the worship; when a priest is not available. The communion is led by one of our leaders licenced for reserved sacrament.

Thursday 10.00am: Traditional Communion Service

The service order follows ANZPB with the Sunday sermon being repeated here. Our services are supported by a good tech suite, including two large monitors installed at the front of the church, and a quality sound system.

Our Sunday inter-generational service unites families, young and old, in the church, while our children’s program (Godly Play) offers meaningful spiritual education for our tamariki. We gather for morning tea in and around the entry foyer afterwards.

Wednesday 10.00am: Liturgy of the Word with Holy Communion in the church

In addition to the Sunday service, there are other opportunities for worship during the week, such as the Wednesday 10am Holy Communion. This is in the church and uses one of the services in A New Zealand Prayer Book He Karakia Mihinare. We gather for morning tea in the foyer afterwards.

Weekdays 7.00am: Morning Prayer

Morning Prayeris held in the church chapel every weekday morning at 7am. We use A New Zealand Prayer Book He Karakia Mihinare, but there is plenty of opportunity for everyone to join the time of intercession and thanksgiving at the end of this service. All ages are welcome.
