– Bringing books and resources to neighbourhoods across Upper Hutt
The wheels on the bus go round and round – and since late January this year, they don’t just go round and round on the way to schools, kura, kindergartens, and early childhood centres.
On select Thursdays, Pūrehurehu (our Mobile Library bus) is out and about across Upper Hutt, visiting community stops as part of our outreach service.
From Akatārawa and Timberlea in the northern part of Upper Hutt, to Trentham and Wallaceville Estate, improved access and added convenience mean that more Upper Hutt residents get the opportunity to make use of their public library service.
How do the community stops work?
A community stop is a designated public space where the Mobile Library bus parks for 20 minutes, before it continues on its route across the city. Everyone is welcome to come on board, return items, pick up requests, or browse the collection.
Accessibility notice: There is a short set of steps at the bus entrance. Unfortunately, this means that the Mobile Library is not wheelchair-accessible at present. Both our Central and Pinehaven branches are wheelchair-accessible and have public transport stops close by.
Which books and resources are available through the Mobile Library?
Pūrehurehu is stocked with hundreds of items from our collection.
Families with toddlers and young kids will find plenty of choice with board books, picture books, and chapter books, and a broad selection of fiction, nonfiction, magazines, and audiobooks awaits adult readers.
If you don’t have an Upper Hutt Libraries membership, you can set one up for free aboard Pūrehurehu – or sign up online and then collect your Library Card when the Mobile Library next stops near you.

– Menzshed Update – April 2026
The Wood Turning Shed has now been re-clad and undercoated including the roof. Inside it is now fully insulated and cladded with ply. Power outlets have been added ready for final hook up of supply at a later stage. The internal roof area is being insulated and fitted out with ply so it’s nice and warm in the winter and cool in the summer!
Cupboards have been fitted to house the many tools needed for turning. At least two lathes will be positioned in the shed on completion. Outside work still to do – final painting of the outside, fitting gutters and plumbing the outlets into our stormwater system. So a little way to go yet! John and his crew have put in the hard yards on this and should be congratulated on the progress made – well done guys!
Unfortunately, it’s sad to report that our light-fingered neighbours have decided to make an unwelcome visit to our site again. No doubt taking advantage of the holidays and night’s drawing in. The wire perimeter fence was breached and items removed to the stop bank – even barbed wire seems to be ineffective deterrent!
This will no doubt continue to be a challenge for us during the winter months. It’s not as if what is taken is high value, but it is really frustrating that we must consider spending our time and funds on upgrading our security measures yet again.
We are still waiting for our building consent to be granted before the concrete can be laid. The site has also been reorganized by relocating our container from its current position to a new location to make the area available for the concrete pour. The local iwi has also started to process some of the Totara logs we are storing for them, thanks to Hector and Sam.
Community projects are still coming in from a variety of sources, local residents and Kindy’s mainly. The cast iron bird reported last month having leg surgery (Phil K), has now fully recovered and was returned to its owner. Two dining chairs were repaired, being re-sprung and fixing joint problems, and a C – table made for a member’s family (Doug).
The Lilliput Library and Community Pantry has started its new life in Mount Marua and looks magnificent after being stained. We were rewarded with a sumptuous morning tea for our efforts which was much enjoyed by all!
We are always running out of storage space whether for our stock of timber or equipment. If you know of someone with a surplus container, please contact us at the contact address below.
We would also like to remind all the Kindy’s in Upper Hutt of how we may be able to help them. During this year we intend to be in contact with as many Kindy’s as we can and provide help to at least some of them. We have noted a few Kindy’s have been in contact already and several new projects have been requested. So don’t miss out and contact us.

– Please help protect our fish and marine environment
Legasea is asking every Kiwi to stand up for our fish stocks and the marine environment before it’s too late and the law is changed.
Submissions close April 29. This link click here tells you about the changes that will remove the existing environmental safeguards, allowing the Minister to set catch limits without considering the effect of fishing on the wider marine environment and species not in the Quota Management System. (Note – there are only 98 species in the QMS).
In simple terms, the proposed changes will make it easier to increase commercial catch limits while lowering the standard for marine protection. It’s a huge step backward for the long-term health of our fisheries.

Guide to Discussions
Objectives:
- To clarify for members and others within our community the actual extent and seriousness of increasing costs of local government impacting on low to middle income households in Upper Hutt.
- To declare that while ‘local Government rates and charges’ are only one element of an economically unsustainable ‘cost of living’ crisis, as the largest ‘non discretionary’ cost centre, they require immediate government intervention to ensure ‘public good’ provision for growth and infrastructural security is no longer funded by unfair, inequitable and unrealistic ‘user charges’.
- To encourage householders to recognise that this last quarter (April, May and June) of annual local government rates and charges billings, it is imperative they voice to Tiaki Wai (the new water supply organisation), local councils and parliamentary representatives their dissatisfaction with the Water Supply Pricing Policy which will be implemented on 1st July 2026.
Clarifying Local Government Rates and Charges 2026-2027.
We are disappointed Council chose to avoid full public consultation with its community and proceeded to arbitrarily adopt Annual Plan 2026-2027.
The implied financial impact on low-income households arising from the implementation of Water Reforms deserved transparent and accurate consideration of ‘affordability for householders’ as a fundamental obligation to those users who, only now, are enlightened they are ‘unfairly and inequitably’ required to accept user-charges of unsustainable proportion.
Council is seemingly unwilling to engage with its community on the Water Reforms pricing. Last year it belatedly installed a ‘Rates Calculator’ on its website enabling property owners to easily determine the impact of UHCC rates inclusive of water charges combined with GWRG rates. This year no such clarification is provided. By default it has been left to Grey Power and N Z Empowered another hard working commentator to endeavour to communicate the bad news.
To better convey the seriousness of our concerns we have calculated the local government rates and charges to be imposed on the 1st July 2026 on the more vulnerable of our local households e.g. a single pensioner, living alone, without supplementary income from KiwiSaver, in a modest property = (CV $550,000).

N.B.
In the 1980’s the sufficiency of N Z Superannuation as an adequate allowance permitting a single recipient to participate with dignity in their community was determined as a nominal 43% of average earnings.
The 2007 ‘Local Government Rates Inquiry’ led by David Shand, established that the sectors Rates and Charges were stable at ‘around 3% of average household incomes.
We argue, therefore, “a review of the adequacy of New Zealand Superannuation is clearly overdue in the presence of increased ‘costs of living’ of the this magnitude” and “that a present level of 16.08% of nominal household income, single persons reliant on basic N Z Superannuation in Upper Hutt cannot possibly meet their obligation to pay Local Government Rates and Charges.”
The scenario chosen to illustrate the seriousness of the present ‘cost of living’ crisis is a particularly conservative one. Many other pensioners and even other low-income householders in properties valued closer to the city’s average capital values, face a significantly worse imbalance between available income and minimal expenditure budgets.

– Roadworks updates for Lower Hutt commuters: 17th of April – 24th of April
Kia Ora – here’s an update on planned road works and closures in Lower Hutt for the week of April 17-April 24.
Underside of Ewen Bridge: road crews will be present to guide cyclists and pedestrians through the area.
Daly Street service lane: intermittent closures to support current demolition works. Day-to-day access/deliveries will be managed via road crews.
Queens Drive / High Street roundabout: (near McDonald’s) remains closed until December 2026 as part of the SH2 Melling Transport Improvements project.
Rutherford Street (southbound from Connolly Street roundabout): nightworks scheduled to be completed this week. Please follow any remaining detours.
Connolly Street (north end by stopbank): stop/go and traffic signals in place during the day. Road crews will guide cyclists and pedestrians through the area.
If you’re travelling by car please follow all directional signage, allow extra time for your journey and consider navigation apps when planning the best route on the day.

– Silverstream Bowling Club’s Leighton Wilding and Sue Critchlow come out the victors in the Mixed Pairs
Congratulations to our Club Champions – Mixed Pairs!
A hard-fought final saw Edgar Blanche and Jenni Hammington take on Leighton Wilding and Sue Critchlow in a match full of quality bowls and tightly contested ends.
With play moved indoors to Naenae due to the weather, it was Leighton and Sue who just edged ahead to claim the win. Congratulations to both teams on a great final.

– Haukaretu Stream Plant Out Day: Anzac Monday, 27th of April
- Where: Valley View Road – off Totara Park Road.
- Access: After crossing the Totara Park Bridge immediately turn left. After 50m turn left again to the metalled road that runs adjacent to the Hutt River. The gate should be open from 8:45am. From the gate to the parking area is about 900m.
- Speed Limit: 20km/hr as this is a popular area for dog walkers, cyclists, horse riders and walkers. Please park on the Hutt River side of the road.
What we’re doing: Planting trees and wetland plants on the northern bank of the Haukaretu Stream between the stream and the logging road.
What to bring: Planting spades and gardening gloves. We will have some spare spades. There are a few stones.
Refreshments provided.
Postponement. We will try to give you as much warning as possible and will send out an email if we decide to postpone. We may decide to plant if only a little rain is forecast.

We need a few new players/performers for our ukulele /singing/ performance group, based in Upper Hutt. More than anything we love people with enthusiasm who are keen to interact with an audience. We perform mostly at retirement villages but have also performed at birthday parties and celebrations of life. We focus on songs from the 50’s to the 80’s but most importantly we are there for our audiences and what they enjoy.

Sunday 9.30am: Traditional NZ Anglican Worship
This is a comfortable, family-friendly feeling service, although it follows the traditional
liturgical format. The service order alternates between the three ANZPB Eucharistic (communion)
liturgies. There is always a sermon with a liturgical assistant leading the worship; when a priest is not available. The communion is led by one of our leaders licenced for reserved sacrament.
Thursday 10.00am: Traditional Communion Service
The service order follows ANZPB with the Sunday sermon being repeated here. Our services are supported by a good tech suite, including two large monitors installed at the front of the church, and a quality sound system.
Prayer books remain available in the pews for anyone who prefers to use them

What we Believe:
We believe that Jesus Christ is the only Saviour and the Sovereign Lord over all of life. We are fully committed to the Bible in its entirety as the Word of God. We believe that theology is important, it is vital for the health of the church, and without sound doctrine the church decays. Throughout history, the church has confessed what it believes by faithfully summarising the truths of the Bible in written forms known as creeds and confessions. Morning Prayeris held in the church chapel every weekday morning at 7am. We use A New Zealand Prayer Book He Karakia Mihinare, but there is plenty of opportunity for everyone to join the time of intercession and thanksgiving at the end of this service. All ages are welcome.
