Ballentynes Fashion Central is closing down after more than fifty years in business.

Ten of its twenty-three stores will remain open and become part of the Caroline Eve chain. These stores are the ones located in Blenheim, Richmond, Whanganui, Feilding, Palmerston North, Paraparaumu, Hawera, Levin, Lower Hutt and Masterton.

The remaining stores will be closed in the next few months from the 15th of August.

“Those who bears the burden, should hold the pen”.

Following Upper Hutt City Council’s decision on 5 August not to endorse the Wellington–Wairarapa “Head Start” amalgamation proposal, the Wellington Citizens Initiative (WCI) today released its own alternative model for reforming local government across the region: the Wellington Provincial Assembly.

The WCI says the Upper Hutt vote confirmed what many ratepayers across the region have been arguing — that a rushed, top-down merger is not the answer — and that the debate now needs a serious, worked-through alternative rather than a simple “no.”

“The Council got it right on 5 August. But voting down one flawed proposal is only half the job,” said WCI coordinator Stephen Dol. “Ratepayers deserve to see what a better model actually looks like — on paper, costed, and built around accountability. That’s what we’ve produced.”

What the Wellington Provincial Assembly proposes

The Provincial Assembly is a unitary authority model designed to fix the accountability problems the WCI says have driven the region’s water and rates crisis. Its core features include:

• Separated powers — a clear division between those who set policy and those who deliver it, rather than concentrating authority in a handful of officials.
• A collegial ministry — decisions taken collectively and transparently, not delegated wholesale to chief executives.
• Ring-fenced district rates — money raised in a district stays accountable to that district, preventing the cross-subsidisation and hidden transfers ratepayers have objected to.
• A statutory fiscal rule — a hard legal limit to protect ratepayers from unchecked borrowing and charge growth.
• Square-root population seat allocation — a representation formula that balances large and small communities fairly, so no district is either swamped or over-weighted.

The WCI says the model directly addresses the concerns that dogged the Head Start proposal: loss of local voice, weak financial safeguards, and governance structures that put distance between decision-makers and the people who pay for them.

A worked proposal, not a slogan

The Provincial Assembly model is accompanied by a foundations paper, a concept paper, and detailed financial modelling, including the WCI’s own analysis of water charge-growth projections and novel infrastructure options than what are proposed at present.

“This isn’t a protest placard — it’s a governance blueprint,” said Dol. “We’ve done the constitutional work, the numbers, and the representation maths. We’re inviting councils, candidates and central government to engage with it seriously.”

The WCI is calling on councillors across the region, 2026 local election candidates, and Ministers to treat the Assembly model as a genuine starting point for reform that keeps decision-making close to communities while putting enforceable financial discipline in place.

Lower Hutt and Upper Hutt have taken opposite positions on local government reform.

Lower Hutt councillors voted 11–2 to submit a proposal for a Wellington–Wairarapa supercity with community councils. Upper Hutt councillors voted the same evening to withdraw from any amalgamation plan and not support a Wellington–Wairarapa model.

Upper Hutt mayor Peri Zee said she could not endorse amalgamation. She cited high costs, uncertain savings and risks to affordability, representation and local decision‑making. A petition signed by 365 residents opposed amalgamation and called for a referendum mandate before any further discussions.

Lower Hutt mayor Ken Laban said the decision was difficult but necessary to ensure locals had influence over future reforms.

Wairarapa councils were also split: Carterton and Masterton favour a single Wairarapa authority, while South Wairarapa voted to support a Wellington–Wairarapa model.

The region’s eight mayors will meet on Friday to finalise a proposal for Local Government Minister Simon Watts.

August is Family History Month across New Zealand. Thinking about putting pen to paper and recording those unforgettable moments, funny anecdotes, and other inspiring life moments?

Join us at an exciting author visit later this month. Workshop facilitator, writing coach, and author Angela Robertson is bringing her latest release, Penning Your Past, and her broad experience capturing incredible life stories to Central Library on Saturday 22 August, 1-2pm.

Ahead of her talk, we got a chance to hear about what makes biographical writing so special to her and where her writing journey has taken her over the years.

You have a real talent for celebrating people’s life stories. What draws you to biographical writing?

After spending most of my career coaching individuals from all walks of life, I began researching and writing cameo stories about people who were thriving in their later life. Working one on one, I captured glimpses of their experiences, achievements, challenges – they all had a story to tell and were keen to share it with excitement and sparkling eyes, sometimes tears. It was such an honour to document and celebrate their lives, and to see the finalised stories be gifted to whānau and friends with great pride and affection.

The experience was captivating, and soon I found myself hooked. I believe every life has a story – every life matters. That’s why I’m drawn towards building a community of awesome storytellers who contribute to our social and cultural heritage.

Penning Your Past is your eighth release. How has your writing approach evolved over the years?

My writing began with short stories, available as published collections in the Older and Bolder series. There was growing demand for documenting life stories, which was challenging to keep up with on top of working on my own projects.

Drawing on my previous training and coaching work, I developed a series of ‘Write Your Story’ community workshops, to encourage people to document their own life stories – I went from coaching to writing… and on to coaching to write! The workshops are all about being supportive and enjoyable, and providing a meaningful opportunity to connect and share. Everyone focuses on a topic of their choice: a collection of memories, family histories, travel adventures, career or business stories.

Thanks to a grant from Creative New Zealand, workshop members published Memories of the Royal Family – A Kiwi Collection. These stories are also shared via Coast Access Radio on Thursday evenings and Sunday mornings.

For you, what’s the most rewarding part of working on a book?

I find every part of the process rewarding. Starting with a compelling reason to write, then crystallising the idea… on to formulating a one-page practical plan and really committing to the project.

I’m never short of ideas for the next project, so it’s important for me to schedule time for my research and writing. Stick with it – no matter what! When the project begins to come to life, as if by magic, it’s an awesome experience.

What advice do have for anyone who loves writing and might like to publish their work?

Your experiences, achievements, challenges, and hard-won lessons deserve to be documented, celebrated, preserved, and shared. Find your tribe – joining a writing community and getting support from fellow writers is brilliant.

Tailor your writing to your readers. Is your story written for family and friends (perhaps using a local printer) or for a wider audience? Only share your work with people you trust who will support you, not tear you down.

And finally, consider various publishing platforms e.g. blogs, websites, magazines, Substack, self-publishing as well as the traditional publishing route before making a final decision.

And a classic library question to finish: Can you give us a book recommendation of something you’ve recently enjoyed reading?

I read widely, both fiction and nonfiction… around two to three books a week! I’m currently reading novels by Sheila O’Flanagan and Petronella McGovern, and I love the Theodore Boone series for young adults written by John Grisham.

Attribute to Inspector Shaun Lingard, Area Prevention Manager, Hutt Valley Police: 

Wellington District Police have arrested three repeat offenders within the last two weeks for separate shoplifting incidents in popular retail spots in Upper and Lower Hutt.

On 22 May, Police received a report a recidivist, high-risk shoplifter had taken over $750 of beauty items and candles from a Upper Hutt department store.

After making significant enquiries, Police arrested the 54-year-old woman, who was charged with shoplifting between $500-$1000. She is due in Hutt Valley District Court on 11 August.

On 24 May, a man was reported to have taken over $250 of products from another Lower Hutt store. Police were quickly on scene and discovered weapons on the person.

The 22-year-old man was arrested and charged with shoplifting, and was due to appear in Hutt Valley District Court today (6 August). He is also charged with 11 other offences including possessing an offensive weapon, drugs, and dishonesty-related offences.

On 29 June, a brand-new laptop and other small items were taken from a Lower Hutt technology retailer. Enquiries revealed the suspect was required to arrest on other active charges.

The 31-year-old woman has been charged with shoplifting along with six other charges, which are drug and dishonesty related. She was also due to appear in the Hutt Valley District Court today (6 August).

 Police thank the public that helped in various enquiries throughout these investigations.

Upper Hutt City Council has announced the appointment of a new Chief Executive.

Councillors last week confirmed the appointment of Kate Thomson, currently Acting Chief Executive and council’s Group Manager Corporate Services since 2021. She will take up the new role on 31 August.

Mayor of Upper Hutt, Peri Zee said Council was excited to appoint Kate, who has successfully led the organisation since May and brings a strong understanding of the organisation, city and wider local government sector.

Mayor Zee says Council undertook a thorough recruitment process that attracted a strong field of high-quality candidates.

“Kate has more than 20 years’ experience in senior leadership and governance roles across government and commercial sectors in New Zealand and Australia,” she says.

“As Chief Executive, she brings a strong strategic and financial background and a genuine commitment to Upper Hutt. She has also earned the confidence of elected members and staff through her leadership, innovative thinking and commitment to Council’s values.”

Mayor Zee says Kate Thomson’s appointment provides continuity to the organisation at a time that Upper Hutt navigates local government reform, and the city responds to the opportunities and challenges of the current economic and political environment.

Kate Thomson said she was honoured to be appointed to the role.

“I appreciate the trust the elected members have demonstrated in me,” she says. “I care deeply about the Upper Hutt community and look forward to continuing to work alongside the Mayor and Councillors to deliver positive outcomes for Upper Hutt.”

Upper Hutt City Council has resolved not to be part of the Wellington region’s Head Start proposal for local government reform.

At its meeting on Wednesday 5 August, Councillors considered the Head Start proposal alongside supporting high-level financial analysis and community feedback before voting for Upper Hutt not to be included in the regional proposal.

Head Start is the Government’s pathway for councils to work together to develop and submit their own proposal for local government reform. The Government has indicated that councils that do not participate in Head Start may instead be subject to Government-led reorganisation through the proposed Backstop process after the 2028 local elections.

The regional Head Start proposal is due to be submitted to the Government by 9 August. Cabinet will then decide in late September whether it meets a range of criteria, including whether it supports the Government’s new planning system, simplifies governance, achieves economies of scale, and provides fair and effective local representation.

Mayor Peri Zee says Upper Hutt residents deserve to have their voices heard and represented. And Council already delivers highly efficient and effective services and projects to the local community.

 “Our decision yesterday was not about opposing local government reform, but assessing the costs, benefits and risks for our communities’ best interests. Mayor Zee said Council’s biggest concerns were protecting Upper Hutt’s local voice and affordability.

“Upper Hutt has the lowest average residential rates in the Wellington metropolitan region. That’s something we’ve worked hard to achieve while still investing in the infrastructure and facilities our community needs.

“And while the proposal includes community councils, at this high-level stage it is hard to see in the proposal how local voice will be retained. Councillors were concerned it would not provide the same level of local representation, influence and accountability that our residents have today.”

In the end, Councillors were not satisfied there was enough evidence that the current proposal would protect our financial position, relatively low rates or deliver better value for Upper Hutt ratepayers, she says.

Mayor Zee says the Government has made it clear that local government reform is coming, but it is the job of Upper Hutt councillors to make sure any changes are right for the local community.

“After carefully considering the information available, councillors were not convinced this proposal would deliver a better outcome for Upper Hutt.”

It will be ultimately up to the Government to determine the next steps in the reform process. Mayor Zee says Upper Hutt City Council would continue to engage constructively as the Government’s reform programme progresses and the Council is hopeful that backstop will be a collaborative process with appropriate community involvement.

“This decision doesn’t mean we’re stepping away from the conversation. It means we’re advocating for our community.”

Our progress on the new building has been at a standstill due to issues with the consenting process. However, we are working through and over the roadblocks to get it done. Hopefully this will be finalised soon. 

Several projects have been completed in the last few weeks.  

We have completed the refurbishment of several pieces of outside furniture for a local care home. There are quite a few that need some TLC but with the weather as it is (cold and wet) we have struggled to dry the items out before repair and repainting. We will pick up this project again during the summer.  

We also had a piece of Maori art to repair from one of our new members– fortunately this was able to be fixed quickly and returned to it’s pride of place back at the Marae 

A children’s ride on toy was brought in to see if we could restore the lights, bells and whistles it once had. The battery compartment was very badly corroded and needed some attention. Mike N answered the call, rewired the supply and checked the electronics. The item was returned to the happy customer in fully working order.

Peter made a pair of Weta Hotels (5* by the look of them!) for a private customer. The customer was well pleased as will the Weta’s when they move in. 

Phil K organised around a dozen of our members to give up their time recently and provide a working bee for one of our members who could not manage the upkeep of his garden. It was quite an event, with weed eaters, hoes, brushes, rakes, spades, hedge trimmers and chain saws being used. More than 400kg of garden waste was generated and ferried away with trailers and Utes. In true Menzshed fashion, a sumptuous afternoon tea was also provided. Not much work was done after that, but the bulk had fortunately already been done. 

Doug has made a “Fairy Village” for a local school who provided a picture of what they were looking for. Essentially, they needed a basic framework to further enhance by the children. Various levels were required with access to each level (see the ladders). Several fairy houses, a swing and a wishing well were made along with small inset growing areas provided for plants. Work is now complete (see below)- hopefully it will tick all their boxes! Thanks also to Eainn, Curtis and Ty for their contribution.

What a weekend of football across the club. A few mixed results, but the fight our teams are showing right now is exactly what we want to see.

Senior Men’s

The 1sts went down to Island Bay, but two late goals showed the character is still very much there. Reserves bounced back in style with a big win over Western Suburbs, with Matt Fong putting in a standout performance with a hat-trick. The 3rds ground out a draw with Vic Uni and hold onto 2nd on the table on goal difference. RJs went down in a close one against Western Suburbs.

Masters

A strong day for most of our Masters sides. The Tin-Men were dominant and the Antiques and Saints both picked up wins. The Marauders went down in a tight contest against North Wellington.

Women’s

Some real heart on show across all three teams. The first team were level at half-time before two late goals cost them against Vic Uni. Reserves pushed hard and deserved more than the draw they got against Te Kotahitanga. The 3rds showed genuine improvement on last week against North Wellington.

Youth Development

A highlight to finish the weekend, with our U14 TDP putting in a strong performance at home to take the win against Miramar. U15 Girls went down, while U15 and U17 TDP both had byes this round.

A few weeks of the season to go. Keep showing up, keep pushing, and let’s make these last rounds count.

We are a friendly bunch of older people who meet every single Tuesday at the library at 1.30 to gain confidence and enjoy using new technology. We are very collaborative and enthusiastic. We can’t fix all your technical problems but we can point you in the right direction if your issue is quite technical. There is no membership fee, no obligation to attend each week, we simply ask for a donation if you are able. By the way, the library provides a cuppa!

We need a few new players/performers for our ukulele /singing/ performance group, based in Upper Hutt. More than anything we love people with enthusiasm who are keen to interact with an audience. We perform mostly at retirement villages but have also performed at birthday parties and celebrations of life. We focus on songs from the 50’s to the 80’s but most importantly we are there for our audiences and what they enjoy.

Our group consists of women who have someone in their lives who has had a stroke or has Alzheimers, that they are caring for.

Weekly services:

Sunday 9.30am: Traditional NZ Anglican Worship

This is a comfortable, family-friendly feeling service, although it follows the traditional
liturgical format. The service order alternates between the three ANZPB Eucharistic (communion)
liturgies. There is always a sermon with a liturgical assistant leading the worship; when a priest is not available. The communion is led by one of our leaders licenced for reserved sacrament.

Thursday 10.00am: Traditional Communion Service

The service order follows ANZPB with the Sunday sermon being repeated here. Our services are supported by a good tech suite, including two large monitors installed at the front of the church, and a quality sound system.

Prayer books remain available in the pews for anyone who prefers to use them

What we Believe:

We believe that Jesus Christ is the only Saviour and the Sovereign Lord over all of life. We are fully committed to the Bible in its entirety as the Word of God. We believe that theology is important, it is vital for the health of the church, and without sound doctrine the church decays. Throughout history, the church has confessed what it believes by faithfully summarising the truths of the Bible in written forms known as creeds and confessions. These confessions do not hold the same authority as the Bible, but they help to summarise the Bible’s teaching. Ultimately, the Bible remains our only rule for faith and life. 

Who we Are:

Our Church is a family church, with a mixture of young families, retirees, couples, single people and youth. We have approximately 200 members, from different backgrounds, meeting together because we share a common faith in the Lord Jesus Christ

Who we are: A congregation of faithful followers of our Lord Jesus Christ in the heart of Trentham. We gather in a historic Anglican church, founded in 1863 and continuously used for worship since then, providing a place of beauty, sacredness, and stillness. But the church is primarily about people, relationships, and recovery day by day, wherever we live. Our focus is on faith, family, and care for others.

What we do: We seek to nurture our faith, our relationship with God, in various ways. First and foremost, we come to worship and pray together. The Parish seeks to provide a variety of styles of worship to suit the varying needs of parishioners. We also gather in small groups for Bible study and fellowship, have regular community events, and have monthly communion services in Fergusson Rest Home and the Summerset Community Centre.

Weekly services:

Sunday 10.00am: Communion in the church with children’s ministry

Our Sunday inter-generational service unites families, young and old, in the church, while our children’s program (Godly Play) offers meaningful spiritual education for our tamariki. We gather for morning tea in and around the entry foyer afterwards.

Wednesday 10.00am: Liturgy of the Word with Holy Communion in the church

In addition to the Sunday service, there are other opportunities for worship during the week, such as the Wednesday 10am Holy Communion. This is in the church and uses one of the services in A New Zealand Prayer Book He Karakia Mihinare. We gather for morning tea in the foyer afterwards.

Weekdays 7.00am: Morning Prayer

Morning Prayeris held in the church chapel every weekday morning at 7am. We use A New Zealand Prayer Book He Karakia Mihinare, but there is plenty of opportunity for everyone to join the time of intercession and thanksgiving at the end of this service. All ages are welcome.
