Four years of enforcement actions and fines haven’t solved problem of illegal dumping in Silverstream

Greater Wellington Regional Council has issued multiple enforcement actions and fines over illegal dumping at a Silverstream site owned by Trinidad Investments and used by Roil Contracting.

The 5,700sqm site on Barley Mow Lane was first investigated in 2022 after complaints about dirt and debris being dumped near Hulls Creek without sediment controls. Fines totalling $1,050 were issued, followed by an abatement notice.

Further complaints in 2025 led to the discovery of treated timber and synthetic materials being burned in drums. Additional fines of $3,000 and another abatement notice were issued.

An inspection in August found illegal dumping had continued. Testing detected very high levels of petroleum hydrocarbons. Investigators found large amounts of mixed waste and demolition material, with some dumped in the Hulls Creek flood path.

A third abatement notice was issued this month after Patrick Roil did not respond to council requests. He must complete environmental investigations and any required remediation work by April 2027 or face possible prosecution.

The site remains under active investigation by the council.

Roil and his companies are also subject to enforcement action over another unlawful dump site near Porirua.

Roil Contracting was fined $60,000 in 2011 for blocking a stream feeding the Pauatahanui Inlet. The company entered liquidation in August following an Inland Revenue application. A liquidator’s report linked the liquidation to a failure to account for taxation. Nine company vehicles were repossessed earlier this year.

Roil could not be reached for comment.
