Council consulting on removing the 25% rates discount for forestry and rural properties larger than 30 hectares

Upper Hutt City Council is consulting on changes to its rating system that would remove the 25% rates discount currently applied to commercial forestry blocks and rural properties larger than 30 hectares.

The council says the change would improve fairness and transparency by having those properties pay the same standard rate as other ratepayers.

Under current figures, a rural property over 30ha with a capital value of $1.41 million would see rates increase from $2,993 to $3,948, excluding water charges.

Mayor Peri Zee said only a small number of properties would be affected and the change was about redistributing rates, not increasing overall rates revenue.

The review also proposes reducing the rates paid by Tiaki Wai on water infrastructure from three times the residential rate to 2.5 times by 2029.

The existing business rate would be split into separate commercial and industrial categories, with industrial properties paying a higher land transport rate.

Rating differentials for Rimutaka Prison, public utilities and vacant land would remain unchanged.

Public consultation closes on November 27. Hearings will be held the following month, with a final council decision expected in February.
